IBM’s TMN/6000 - Provides a platform and development environment - with a C++ interface on top of XOM/XMP. Agent and manager builders are automated. Provides bilingual stack, but bundled with a few CMIP apps. This is built on top of the Communications Infrastructure from Netview/6000 for AIX. This platform seems to be popular in the Manager arena.
DEC’s TeMIP - Platform offers integrated bilingual management of SNMP and CMIP. Provides 3rd party applications.
